Why In News ?

On June 11, 2026, Prime Minister Narendra Modi chaired the 11th Governing Council Meeting of NITI Aayog at the Rashtrapati Bhavan Cultural Centre, New Delhi. This session marked a historic milestone with the first-time participation of Chief Ministers from all 28 states.


Key Highlights & Strategic Directives (11th Governing Council Meeting)

  • The Theme: Inclusive Human Development for Viksit Bharat@2047.
  • Demographic Dividend: The PM highlighted India’s 70 crore youth (under the age of 25) as the nation’s premier asset, urging states to transform this “Demographic Dividend into a Development Dividend” via targeted skilling.
  • Women Empowerment: Doubled the target for Lakhpati Didis, scaling the goal from 3 crore to 6 crore women.
  • Agricultural Shift: Addressed environmental concerns stemming from El Niño by directing states to promote water conservation and organic/natural farming.
  • Targeted District Planning: Proposed identifying 100 specific districts dedicated to agriculture using the successful framework of the Aspirational Districts Programme.
  • Future Sectors & Trade: Urged states to actively attract investments by leveraging India’s recently signed Free Trade Agreements (FTAs). Key focus sectors include Artificial Intelligence (AI), Defense Manufacturing, Data Centers, andOne District One Product (ODOP).

NITI Aayog Architecture

  • Status: Non-constitutional, non-statutory, extra-constitutional advisory “Think Tank.”
  • Origin: Established January 1, 2015, via a Cabinet resolution, replacing the Planning Commission.
  • Core Philosophy: Promotes Cooperative Federalism using a bottom-up approach.

Institutional Composition

  • Chairperson: Prime Minister of India.
  • Governing Council: CMs of all 28 states, CMs of UTs with legislatures (Delhi, Puducherry, J&K), and Lt. Governors of other UTs.
  • Vice-Chairperson: Appointed by the PM; holds Cabinet Minister rank.
  • CEO: Appointed by the PM; holds Secretary to GoI rank.
  • Ex-Officio Members: Maximum 4 Union Ministers nominated by the PM.
  • Part-Time Members: Maximum 2 experts from research institutions/universities.
  • Regional Councils: Convened by the PM for localized, multi-state issues.
